NSW Government opens tender process to transform Sydney’s Entertainment Quarter

A year after announcing an intention to facilitate the redevelopment of the precinct, the state government is accepting expressions of interest for the project.

“Sydney is a world class city that deserves the facilities in the Entertainment Quarter to match, so we can attract events and performances NSW has been crying out for,” said the NSW planning and public spaces minister, Paul Scully.

The state’s premier, Chris Minns, said the NSW Government wanted to see the Entertainment Quarter “reach its full potential”.

“We will do this through a long-term lease, which will allow the successful proponent to make the necessary investments.

“We want to transform the EQ into a world-class precinct that Sydney can truly be proud of.”

The state government is looking for proposals that include the creation of large-scale event spaces within the precinct. An indoor arena with up to 20,000 seats is a possibility specifically flagged by the state.

Proposals should also address ways to increase visitation to the Entertainment Quarter both on weekends and throughout the week – a focus on business events could help drive midweek usage of the precinct.

The current leaseholder and operator of the Entertainment Quarter, Carsingha Investments, has indicated it will be throwing its hat in the ring to transform the precinct and continue as its operator.

“We will present a proposal reflecting our passion for EQ and our commitment to working with the government to deliver a world-class precinct for Sydney, NSW and Australia. We will continue our close relationship with the community,” said Carsingha Investments in a post on LinkedIn.

However, the state government has also said it has made an agreement with Carsingha Investments for a “conditional exit” from the current lease, which could have seen them remain in charge until 2046.

“In opening the EOI process we’re getting closer to seeing entertainment at the Entertainment Quarter,” said the NSW minister for music and the night-time economy, John Graham.

“We want to draw out world-class ideas that make the most of the great location and amplifies its role as Sydney’s premier sports and entertainment precinct, with a range of day and night entertainment opportunities for the community.

“Sydney is crying out for a new large live music and performance space.

“Complementing the lifting of the concert cap at Centennial Park, a revitalised and vibrant Entertainment Quarter will help us continue to unshackle our entertainment culture from the dark days of the lock-out era.”

The nearly 11ha Entertainment Quarter sits in close proximity to both the SCG and Allianz Stadium, Centennial Park and the light rail.

Expressions of interest for the Entertainment Quarter tender close on December 5, 2025.
